You will explore the southern coastal region upon arriving in Shadowbringers (Level 70), but the northern plateau (home to the Dwarves) is inaccessible until you return much later in the story (Level 78).
Since the Endwalker update (Patch 6.0), the number of field currents has been reduced to 4. You will need to find these 4 field currents and complete 5 quests to unlock flying.
Field Aether Current Locations (The "Green Orbs")
Use your Aether Compass (Collection Menu) to verify these locations. Do not try to climb the cliff manually; you must wait for the Great Ship elevator to be activated in the story.

- Don't Rush the Cliff: If you are Level 70-77, you simply cannot reach the northern half of the map. Focus on the main story until you build the Talos elevator.
