You can unlock them by doing the following quest:
One Size Fits All - NPC: Seigetsu the Enlightened
Level 60
The Azim Steppe (X:6.1, Y:23.3)

Players must first complete the main scenario quest "The Hour of Reckoning".

Players must first complete the quest "Something Fishy This Way Comes - NPC Floundering Namazu - The Azim Steppe (X:17.4, Y: 37.5)"

The Namazu Beast Tribe was added to Final Fantasy XIV in Patch 4.3.
